The scan covered 289 enterprise domains across the DACH region, selected across six sectors: DAX 40 (40 domains), Automotive & Industry (50), Financial sector BaFin-regulated (50), Healthcare & Pharma (50), Critical Infrastructure (49), Federal Agencies & EU bodies (49).

Every domain was evaluated using the full CERTavia Evaluation Score (CES): 265+ signals across six clusters: Digital Infrastructure (A), Privacy & Consent (B), Legal Compliance (C), Transparency (D), Agentic Readiness (E), and AI Governance (F). Key Findings

This benchmark establishes the first market baseline. The overall CES average across all 289 domains is 16.6 of 100. The highest single score is 52.5, recorded at a DAX 40 company. The lowest is 4.2.

The two clusters with the highest development potential across all sectors:

  • Cluster F: AI Governance: avg 6.9 points
  • Cluster E: Agentic Readiness: avg 8.8 points

These are precisely the clusters that EU AI Act compliance and federated trust infrastructure require organizations to demonstrate. Early movers in these clusters build a structural lead that grows with each enforcement cycle.

Regulatory Context

DORA has been binding for all BaFin-regulated institutions since January 2025. The 50 largest German financial institutions in this benchmark average 13.0 CES points against a CERTIFIED threshold of 75. Federal agencies and EU institutions, which enforce NIS2 and the EU AI Act for others, average 10.9 points.

The EU AI Act requires operators of high-risk AI systems to maintain demonstrable infrastructure governance. Cluster F measures exactly this governance layer.
